OVERVIEW
Infection Prevention and Control is a programme overseen by the Infection Control Unit, Medical Care Quality Section, Medical Development Division. In Malaysia, Infection and Antibiotic Control Programs have been implemented in the majority of hospitals for a considerable period. The National Infection and Antibiotic Control Committee (NIACC) was established in 2001 to oversee this program at the national level. The first edition of Policies and Procedures on Infection Control was developed in 2001, followed by the release of the second edition in 2010 and third edition in 2019.
GOVERNANCE
The SIACC is a governance body essential for coordinating state efforts in reducing and preventing healthcare associated infection (HCAI) as well as to promote judicious use of antimicrobials to control AMR. The SIACC involves a multi-disciplinary participation from State Health Department, hospitals and primary health care facilities.
The Hospital Infection and Antibiotic Control Committee (HIACC) functions as a governance body to coordinate hospital activities in prevention and control of HCAI, promote judicious use of antimicrobials and control the emergence of AMR. The HIACC involves a multi-disciplinary participation from various departments and units.
TERM OF REFERENCE (TOR)
Infection & Prevention Control (IPC) in Primary Care Facility started as Universal Precautions Programme. In view of the importance of IPC in primary health care delivery, strengthening of this programme was introduced in 2012, by which a more systematic and comphrensive implementations and monitoring has been implemented. The first edition of guideline on Infection & Prevention Control in Primary Care was developed in 2013, followed by the release of the second edition in 2019.
GOVERNANCE
In Primary care, infection prevention and control governance consists of multi-tier committees which oversee and monitor the IPC at different levels. The levels are as follows:
Family Health Development Division as member Quality and Inovation Sector of Family Health Develpoment Division is the main secretariat for primary care infection prevention and control at the national level
Primary care as member of State Infection and Antibiotic Control Committee
Dictrict infection and Antibiotic Control Committee
Health Clinic Infection and Antibiotic Control Team
